	(1) handler would lock up, bit cs.rli would be set in the CSR

		The DEQNA restart code following the detection of the
		cs.rli bit in the DEQNA control/status word would
		specify an invalid or used buffer descriptor causing
		the handler to hang.  The code was changed to load
		the correct address of the next valid and unused
		buffer descriptor.
